ABOUT THE COUNCIL



In Wales a Community Council is the level of government closest to the electorate, equivalent to a Parish Council in England. 

Community Councils are based on geographical areas governed by rules laid down by the Local Government Boundary Commission for Wales.  Gresford Community Council seeks to serve and represent the needs of the residents of Gresford, Marford and Hoseley.

The Community is sub-divided up into smaller geographical areas called wards, of which there are three – West Gresford, East Gresford and Marford and Hoseley.  

Election of Councillors (currently fourteen) is held every four years, the most recent being May 2017. The residents of each ward in the Community are asked to elect Councillors based on the size of the ward, currently three (East), five (West), and six (Marford and Hoseley) Councillors. Councillors are elected to represent the interests of that ward and the general interests of the whole community.

The members of the Community Council are volunteers who stand for election because they care about the community.   As volunteers they are not paid and do not receive allowances.

The Community Council annually appoints one of the Councillors to the office of Chair of the Council, who will represent the Community Council at various events and functions during his or her term of office.

Community Councillors must give a written undertaking to adhere to the Community Council's Code of Conduct in carrying out their duties as councillors. The Code (a copy can be obtained from the Clerk of the Council) requires them to act in accordance with six general principles:

- Promotion of equality and respect for others 
- Accountability and openness 
- Duty to uphold the law 
- Selflessness and stewardship 
- Objectivity and propriety 
- Integrity

The Code requires Councillors to consider whether they have a personal interest in any matters considered by the Council and if they have such an interest they must sign a Declaration of Interest and leave the meeting whilst that matter is under consideration.  Failure to observe these requirements could lead to the Councillor being suspended or removed from office.

Each meeting begins at 7.15pm with an open forum in which members of the public may speak at the discretion of the Chair.  Once the Council session itself begins, the public are entitled to stay and listen.  The May meeting each year is the Annual Meeting at which officers and committees are elected.

The Community Council is limited by law as to the activities in which it can participate, and it does not have the extensive powers of Wrexham County Borough Council; the principal local authority.    Wrexham County Borough Council has the responsibility of delivering most of the day to day services within the community.

Community Councillors determine and set policy to cater for the social, cultural, welfare and environmental needs of residents. The Council employs a part-time Clerk to the Council to implement policy decisions.

Yng Nghymru, mae Cyngor Cymuned yn lefel o lywodraeth sydd agosaf at yr etholaeth, ac yn cyfateb i’r Cyngor Plwyf yn Lloegr. 


 Mae Cynghorau Cymuned wedi eu seilio ar ardaloedd daearyddol sydd wedi eu rheoli gan reolau Comisiwn Ffiniau Llywodraeth Leol i Gymru.  Mae Cyngor Cymuned Gresffordd yn ceisio gwasanaethu a chynrychioli anghenion trigolion Gresffordd, Marffordd a Hoseley.

Mae’r Gymuned wedi ei rhannu’n ardaloedd daearyddol llai a elwir yn wardiau. Ceir tair ward – Gorllewin Gresffordd, Dwyrain Gresffordd a Marffordd a Hoseley.  

 Etholir Cynghorwyr (mae pedwar ar ddeg ohonynt ar y funud) bob pedair blynedd, a chynhaliwyd y diweddaraf ym mis Mai 2017. Gofynnir i drigolion pob ward yn y Gymuned ethol Cynghorwyr ar sail maint y ward, sef ar hyn o bryd tri chynghorydd (dwyrain), pum cynghorydd (Gorllewin) a chwe chynghorydd (Marffordd a Hoseley).  Caiff y cynghorwyr eu hethol i gynrychioli diddordebau’r ward honno a diddordebau cyffredinol y gymuned gyfan.

Mae aelodau’r Cyngor Cymuned yn wirfoddolwyr sy’n wynebu etholiad oherwydd bod ganddynt feddwl o’r gymuned.   Gan mai gwirfoddolwyr ydyn nhw, nid ydynt yn cael eu talu nac yn derbyn lwfansau.

 Bob blwyddyn, bydd y Cyngor Cymuned yn penodi un o’r Cynghorwyr i swydd cadeirydd y Cyngor, a bydd yn cynrychioli’r Cyngor Cymuned mewn amrywiol ddigwyddiadau a swyddogaethau yn ystod ei gyfnod ef neu hi yn y swydd.

Mae’n rhaid i Gynghorwyr Cymuned roi cytundeb ysgrifenedig y byddant yn cadw at Gôd Ymddygiad y Cyngor Cymuned wrth ymwneud a’u dyletswyddau fel cynghorwyr.  Mae’r Côd (gellir cael copi ohono gan Glerc y Cyngor) yn gofyn iddynt ymddwyn yn unol â chwe egwyddor gyffredinol:

- Hyrwyddo cydraddoldeb a pharch at eraill
- Atebolrwydd a gonestrwydd 
- Dyletswydd i gadw at y gyfraith
- Bod yn anhunanol a dangos stiwardiaeth
- Bod yn wrthrychol ac yn briodol 
- Cywirdeb

Mae’r Côd yn ei gwneud yn ofynnol i Gynghorwyr ystyried a oes ganddyn nhw ddiddordeb personol mewn unrhyw fater gan y Cyngor ac os oes ganddyn nhw ddiddordeb o’r fath, mae’n rhaid iddyn nhw lofnodi Datganiad o Fudd a gadael y cyfarfod tra bydd y mater yn cael ei drafod.  Gallai methu a dilyn y gofynion hyn arwain at ddiarddel Cynghorydd o’i swydd.

Mae pob cyfarfod yn cychwyn am 7.15pm gyda fforwm agored lle caiff aelodau’r cyhoedd siarad ar ddisgresiwn y Cadeirydd.  Unwaith y bydd sesiwn y Cyngor ei hun wedi cychwyn, mae gan y cyhoedd hawl i aros a gwrando.  Ym mis Mai bob blwyddyn, cynhelir y Cyfarfod Blynyddol lle mae swyddogion ac aelodau’r pwyllgor yn cael eu hethol.

Mae’r Cyngor Cymuned wedi ei gyfyngu yn ôl y gyfraith o ran y gweithgareddau y gall gymryd rhan ynddynt, ac nid oes ganddo bwerau helaeth fel Cyngor Bwrdeistref Sirol Wrecsam; y prif awdurdod lleol.    Gan Gyngor Bwrdeistref Sirol Wrecsam y mae’r prif gyfrifoldeb o gyflwyno gwasanaethau dyddiol y gymuned.

Cynghorwyr Cymuned sy’n pennu ac yn gosod polisïau i ddarparu ar gyfer anghenion diwylliannol, lles ac amgylcheddol trigolion.  Mae’r Cyngor yn cyflogi Clerc rhan amser i’r Cyngor er mwyn gweithredu penderfyniadau’r polisïau.
