Community Life

In Wales a Community Council is the level of government closest to the electorate, equivalent to a Parish Council in England.

 

In Wales a Community Council is the level of government closest to the electorate, equivalent to a Parish Council in England. Community Councils are based on geographical areas governed by rules laid down by the Local Government Boundary Commission for Wales. Gresford Community Council seeks to serve and represent the needs of the residents of Gresford, Marford and Hoseley.

The Community is sub-divided up into smaller geographical areas called wards, of which there are three – West Gresford, East Gresford and Marford &Hoseley. To view your Councillors.

Election of Councillors (currently fourteen) is held every four years, the most recent being June 2004. The residents of each ward in the Community are asked to elect Councillors based on the size of the ward, currently five (East), three (West), and six (Marford &Hoseley) Councillors. Councillors are elected to represent the interests of that ward and the general interests of the whole community.

The members of the Community Council are volunteers who stand for election because they care about the community. As volunteers they are not paid and do not receive allowances.

The Community Council annually appoints one of the Councillors to the office of Chair of the Council, who will represent the Community Council at various events and functions during his or her term of office.

Community Councillors must give a written undertaking to adhere to the Community Council's Code of Conduct in carrying out their duties as councillors. The Code (a copy of which can be obtained from the Clerk of the Council) requires them to act in accordance with six general principles:

- Promotion of equality and respect for others
- Accountability and openness
- Duty to uphold the law
- Selflessness and stewardship
- Objectivity and propriety
- Integrity

The Code requires Councillors to consider whether they have a personal interest in any matters considered by the Council and if they have such an interest they must sign a Declaration of Interest and leave the meeting whilst that matter is under consideration. Failure to observe these requirements could lead to the Councillor being suspended or removed from office.

Each meeting begins at 7.15pm with an open forum in which members of the public may speak at the discretion of the Chair. Once the Council session itself begins, the public are entitled to stay and listen. The May meeting each year is the Annual Meeting at which officers and committees are elected.

The Community Council is limited by law as to the activities in which it can participate, and it does not have the extensive powers of Wrexham County Borough Council; the principal local authority. Wrexham County Borough Council has the responsibility of delivering most of the day to day services within the community.

Community Councillors determine and set policy to cater for the social, cultural, welfare and environmental needs of residents. The Council employs a part-time Clerk of the Council to implement policy decisions.
